he knew very little about the subject of these elections and he happens to be one of the most enlightened of the Republican officials who was educated abroad and has held high office in Peking.
I recently caused enquiries to be made of the Geran and Japanese Legations here as to what action, if any, had been taken in regard to this matter in their respective leased territories. The German reply is to the effect that the question has not yet actually arisen in Tsingtau, but that, should the Chinese living there regard themselves as in the category of 'Chinese resident abroad' and desire to exercise their right to vote in a legal and orderly way through the medium of the officially recognised Chinese Chamber of Commerce, the German Authorities are unlikely to raise any objections.
My Japanese Colleague would appear to be without information in regard to this matter, but the latherlands Minister, with whom I have discussed the question, doubts whether anything can be found in International Law to confer on the subjects or citizens of one States residing in the territory or Colonies of another Fower, the right to participate in the Parliamentary Elections held from time to time in their own country of origin. He nas warned the Chinese Linister for Foreign Affairs of the possibility of objections being raised by the Netherlands Government to the holding of Chinese Parliamentary elections in the Dutch Colonies. He informs me, however, that the elections have already been held in some of the Dutch Colonies and that the representative for Soerabaja has sailed for China.
In view of the near approach of the date of the Chinese primary elections, I arranged an interview with the Minister for Foreign Affairs at the Wai Chiao Pu yesterday afternoon, when I em- -ployed similar language to that used by my Netherlands Colleague. Iir. Lu admitted to an imperfect acquaintance with the election question, and affected to make light of the franchise rights granted to Chinese resident abroad, which were ne said in the nature of a sop to the demands of a section of the Chinese race whose sympathies, and, still more, financial support, the Republic could not afford to alienate. He went so far as to compare the exercise of the franchise by Chinese out- -side their own country with a recent "straw* Presidential election
